Whenever I've seen this, it's been due to a malformed/malicious/spammy e-mail message that Mail has encountered on your ISP's server.

The way to deal with that is to log into your ISP's mail server using the Web-based interface most ISP's provide and to delete the problematic e-mail manually. The problematic one is usually easy to spot. It's usually either spammy or unreadable. If your ISP doesn't offer a Web interface, you can use:

MyPOPBarrier (free)


Another option is to hit Command+i in Mail, which will bring up a window "Account Info" allowing deletions of messages from your ISP's mail server.
