I¡¯m on High Sierra 10.13.6, and recently I¡¯ve been noticing it too. On Feb 5 I ran security update 2020-001. I don¡¯t know if it started then or not, I think a good deal later.
It often happens when I send a message, but it is after it is sent, as it does exist in the sent folder. Since the message is sent it is no big deal.
One thing I have seen, though, is when I click on the restart button it does not. I have to relaunch Mail from the dock.
