The software to use for this is Adobe Reader. If you don’t have it it’s free to download. Then you add comments in the pdf. This works well across different operating systems.
You’ll have to explore how to add comments or proofreading marks.
If that’s too complicated why not print it out, mark up and scan or send photos of the printed pages?
It’s a bit late now, but it’s always better to discuss and test software compatibility first.

Unless I missed it, we don’t know which ones are *not* on the Mac, i.e., are they all from a single source?
As for iCloud, I don’t see an option for that for Music on my MB Pro 2012 (10.15.7) and iPhone Xs (17.5.1).
?Years ago we used to use Senuti ?(iTunes spelled backwards). It looks like It is no longer updated, however it might lead you to an answer that works. Maybe if you have an older Mac that still runs?
