I would say, you need a version of RSCS that supports Network Job Entry (NJE). It is surely possible to update the current version of RSCS in VM/370 CE for that, but I am not the one who can do it.

Yay! I finally got CMS saved. The command I used from MAINT was 'IPL 190 CL PARM SAVESYS CMS'. The Shared S-STAT message no longer displays whenever a user machine logs on. Case closed.
