That is dependent on the application you are using to make them into
PDF and how the prefs are set. So my guess is either it's at a higher
JPG compression than you are using for your original JPGs, or if your
JPGs are line drawings it may be saving as low color TIF with compression.
A line drawing as a JPG must be at a low compression, and therefore
large file size. The same line drawing could be saved as a low color
GIF or PNG to potentially smaller size.
I don't usually recommend TIF because 1. It requires opening in
something other than the browser and 2. most people don't know how to
properly use it for low color line drawings and 3. for photos the
files end up way too big.
