It¡¯s the code number given to all districts in the 1039 register. F will not mean female or anything - if you look at other districts in the 1939 they all have a code.

I think you are referring to the 1939 Register? The Register (which was not a census) was taken on 29 Sept 1939 and was used to produce identity cards and subsequently to issue ration books. The
