I've always usually gone into Notifications settings in Windows and disabled the Show Notification Banners checkbox. Search for Notifications settings in the start menu and then in the dialog there

You can disable that in the sounds settings under program events. Choose none for sound file. You can find this under control panel.

i constantly get messages like that that are supposedly from Spectrum or Charter Communications, but if you look closely you see misspellings, gibberish characters, etc. Andy
