I've always usually gone into Notifications settings in Windows and disabled the Show Notification Banners checkbox. Search for Notifications settings in the start menu and then in the dialog there Outlook should show up and you can edit the settings with the button that has the app name (Outlook in this case) as the label (not the toggle switch).
