I've looked around and couldn't find the answer to this. The groups.io feature-list by plan level indicates that "Edit emails and confirm members" starts only at the Premium level. Does this mean that

Set up and transferred group from Yahoo threeweeks ago. No problem and everything running smoothly! Since it is a restricted group (approval needed to join), I allow postings without moderation.

PG4 allows downloading of archives by any member and does not need to be a owner or moderator. With PG4 at least you have a copy of the archives and they are not lost when Yahoo deletes them. That's
