as to trying to download the pdf anyway and having it work it was a
blank page. even the single page document came up that way.
Odd.

For me Edge (on Win10 Pro, version 1803) reliably opens PDF files from my Group's File list in-browser - it does not prompt me to download them. I think to download the file I'd have to use the Save function from within the PDF page's toolbar. That includes the PDF file I uploaded with Edge by ignoring the thumbnail error.

For most other file types (JPG, TXT, etc.) it gives me a prompt "What do you want to do with [filename]?" with buttons for Open, Save or Cancel.

Some of this behavior is no doubt configurable, but I'm not proficient with Edge.
