You did the one thing the Baofeng troubleshooting guide said to do, other than
making sure that the battery is installed correctly, and I don't know how you
could install it incorrectly.
One thing you can do is take a pencil eraser and clean the contacts on the
battery and radio, the parts that mate with one another. A pencil eraser is a
very mild abrasive that will be safe for this. I would focus more on the dead
radio's contacts since the batteries work with the other radio.
If you don't get any other suggestions, try the amateur-repairs group. After
that, you can open the radio and take a look. See if the power button looks
damaged. Maybe rig something up to bypass the power button. If you get it to
power up that way, see about a factory reset. I read about a Yaesu HT that was
intermittent. The radio was given to another person, who did a factory reset
once he got the power button to work once, and that fixed the power on problem.
