Most updates that Apple releases is a security update. Do you really want to take a chance on security for 90 days?

And in the first months after a major release, security upgrade are normally also issued for the most recent past release of the OS

In other words, if a security update is released for Catalina, it most likely is also released for Mojave.

Or if released for iOS 13.1, probably also for iOS 12.4 ¡­
