Two things, power cycle your iPad. The other, go thru all the settings.?

I am having an issue with the latest version of iOS. Two different things are happening.?
Example 1: in the Masterclass App, I go to download a workbook yet it doesn¡¯t download on my iPad. It downloads on my iPhone. Both iOS versions are current. My guess is that when I go to download the PDF, it redirects me to the file source.?
Example 2: in Gmail on my iPad, I click on a link in something like ¡±Macworld Daily¡± to open one of a few articles and it won¡¯t open on my iPad but will on my iPhone. Often the message ¡°Server not found¡± is displayed.?
It seems like my iPad is redirecting to external servers to access content and something in iPad OS is preventing it while iOS is not.?
Anyone have any suggestions?
