I think since you mentioned 13.X, you are talking either iPhone or iPad.?
So, going on that assumption, if you hold down the space bar on the Apple keyboard, you can slide your finger up and down the space bar, thus moving the cursor.?

When I was in email (Apple App) I use to be able to touch and hold in an area and a little magnifying glass would pop up and I could move the cursor to the exact spot I wanted insert text or delete text, etc. I can no longer do that under 13.X. I cannot find a setting for it either. I¡¯ve had that feature for years and now it appears to be gone. I don¡¯t recall ever setting it up in any configuration. I thought it was a default feature. It¡¯s very hard to select where I want the cursor now.
