I'm forwarding the below summary prepared by my ANC colleague, Kirsten
Oldenburg. ?The summary also includes a highlight of the actions taken
by the 1st District to address the recent spate of crimes in our
neighborhood.

I'm in regular contact with Lt. Fowler and can say with confidence
that MPD is aware of our concerns and that the officers of PSA 106 are
taking?the up-tick of robberies in our area seriously.

The next SMD05 walk will occur on Friday, January 6th from 9PM to
11PM. ?We'll meet this time at the corner of Kentucky Ave and
Independence. ?Please contact me or Meg Krause (Mkrause@...) if
you are interested in participating. ?I'll arrange for MPD support for
the walk. ?One of the highlights of our walks is interacting with the
various officers who patrol our neighborhood.

I would also draw your attention to the regularly scheduled PSA 106
meeting on January 5th at Tyler Elementary (7PM). ?If you want a
face-to-face update on crime, MPD actions and strategies, this is the
place to do it.

Subject: Holiday Crime & Prevention Tips

While Beat26 and I took a little holiday time off, life continued as
normal ... except crime. ?So there is a bit of catch up ... ?If you
haven't already heard, there has been a rash of street robberies in
PSA 106 so far this month.

Here are the numbers as of 12/27/2011: 13 street robberies without gun
and 1 robbery (Radio Shack) in which a gun was used; also 1 Assault
with a Deadly Weapon (ADW). ?The latter occurred between known
individuals within a residence. ?During the same period in 2010: 1
robbery with a gun and 2 ADWs. ?The most recent 2011 street robbery
was on 12/20 (there was a cluster of robberies during the first days
of the month and then another between the 16th and 20th). ?I have a
lot of details to provide with my December PSA 106 Crime Report next
week.

Meanwhile, below is some key information about the robberies posted by
MPD officials on the 1D MPD Yahoo Group. ?And ... further down, Crime
Prevention Tips.

And, the next PSA 106 meeting is Thursday, January 5, 7pm, Tyler
Elementary School, 10th & G Streets SE. ?This is your opportunity to
get answers to all your questions about these incidents and what MPD
is doing about them and how the community can help prevent them.


... from 1D Commander Hickson on 12/22 on the robberies:

"Asmany of you are aware we have experienced a rash of street
robberiesrecently in the Capital Hill area of the First District.
Weexperience increases of crime in various areas at times; however,
ourconcern is heightened due to the exaggeration of this anomaly.
Iwanted to share some information concerning these offenses for
yourpersonal awareness.


* Most frequent days of occurrence havebeen Fridays and Saturdays,
with Friday accounting for 43% of theoffenses
* The peak time of the offenses is from 8:00 p.m. tomidnight ( 70% )
* Almost 90% of the robberies involve 2-3suspects
* Half of the robberies involved the theft of cellphones/I-phones

Lt. Eddie Fowler, PSA 106, has implemented anoperational plan to
address the issue. Although we can not sharespecifics of his plan, I
understand the community's concerns anddesire for information and want
to advise that the below strategieshave been implemented.

* PSA personnel has been redeployed tothe target areas
* 1D district-wide units have been deployed tothe target areas
* Several city-wide units have agreed to schedulesome of their
deployment in the area
* CSOSA (DC's version ofProbation & Parole) has partnered with us to
schedule"accountability visits" to persons under their supervisionwho
reside in the area.
* The First District Detective Unit hasconsolidated the assignment of
these robberies to assist withidentifying related offenses
* A 1D tactical unit has beenassigned to work within the area and
coordinate information withinvestigators

I would like to assure you that the FirstDistrict is doing everything
we can to address these issues; we havededicated officers and managers
who are focused on the situation.While we work to address the crime
pattern we ask for the communityassistance by adhering to the robbery
prevention tips that wereposted in the listserv and by calling 911
whenever you see suspiciousactivity and/or suspicious persons.



... from Lt. Fowler (PSA 106) 12/22 on the Radio Shack robbery:

"OnDecember 22, 2011, at approximately 2103 hours, First
Districtpersonnel were dispatched to 717 D Street, SE, (Radio Shack)
for arobbery of an establishment. Three (3) black male subjects, one
(1)armed with a handgun, entered the establishment prior to closing
andtook electronic equipment. There were no injuries associated
withthis offense. The suspects fled the establishment in an
unknowndirection. An immediate canvass of the area produced
negativeresults.

The First District Detectives Office and RobberySquad are pursuing
several positive leads regarding this offense."


... from Lt Fowler (PSA 106) 12/22 on the ADW (gun):

"OnDecember 23, 2011, at approximately 1712 hours, First
Districtpersonnel along with D.C. Housing Police responded to the 1100
blockof K Street, Southeast, (Potomac Gardens Housing Complex) for
ashooting inside of an apartment building. Upon arrival on the
scene,the victim was discovered lying inside the building's
stairwellsuffering from a gunshot wound to the left side of the face.
Thevictim was transported to an area hospital where he was treated
fornon-life threatening injuries. The suspect (B/M -light complexion
-mid 40's, approximately 5'7") fled the building toward the rearalley
of 12th Street, Southeast. First District personnel and D.C.Housing
conducted a canvass of the area with negative results.

"Thiscase is currently being investigated by the Criminal
InvestigationsDivision of the Metropolitan Police Department
Anyone withinformation about this case is asked to call the police at

CRIME PREVENTION TIPS



Back before all this happened,1D Commander Daniel Hickson had posted
Crime Prevention Tips on the 1D Yahoo group. ?Below is a re-posting of
3 of them. ?While many of these tips are ones we have all heard of
before, Commander Dickson links some to recent crime in 1D.


THEFT FROM AUTOPREVENTION TIPS ( posted 12/6)
One of the mostcommon types of theft is theft of valuables from your
automobile.Theft from auto is primarily a crime of opportunity that
can often beprevented if you take away the opportunity. Thieves
generally won'twaste their time breaking into autos that don't have
valuables inplain sight. Of course there are those, including one of
our 1Dserial thieves, who will break into every car on a block when
theyhit.

* The best way to prevent theft from your auto is toalways keep
valuables "outta sight." Never leave cellphones, briefcases,
suitcases, or small electronic devices (personalmusic devices, digital
assistants, etc.) in your car in plain view.Take theses items with
you, or secure them - all the time, everytime!
* A valuable that is targeted by thieves is GPS systems.Remember to
not only remove the GPS when you park, but also removethe mounting
system, i.e. suction cup holder. Thieves will assumethat the GPS is in
the glove box when they see an empty mountingdevice.
* If your car has a trunk, use it. Put valuables in thereor in a
locked glove compartment. Hiding items under seats is betterthan
leaving them in plain view, but securing them inside the
glovecompartment or trunk is a far better deterrent.
* While havingnothing of value in your car will deter break-ins, you
may also wantto leave your empty glove box or any other visible
compartment opento show the thieves that there is nothing to steal.
* During theholiday season especially, or any time you're shopping,
placepackages in the trunk, not on the passenger seats or floors.
*Look for car radios or other sound systems that can operate only
inthe vehicle it was originally installed in. This reduces the risk
oftheft.
* If you can unfasten your sound system and take it withyou, or lock
it in your trunk, do so. And don't forget to do the samewith your CDs
and tapes.
* Also, keep your car doors and windowslocked - all the time!
* Report suspicious activity while it ishappening. This could save you
or your neighbor from beingvictimized. Call 9-1-1 and stay on the line
if you see or hearsomething that seems unusual or suspicious. Try to
get a descriptionof the suspects and their vehicle, and do not
confront suspects.Don't think you are bothering the police by calling
them to reportsuspicious activity. It's their job to detect and
apprehendcriminals, and they need your help because they can't be
ineveryone's neighborhood 24 hours a day.

The easiest tip of allis to LOCK your car. There are several known
serial thieves whooperate in First District and whom we have arrested
multiple times.One of these individuals only commits thefts from
unlocked cars; itis amazing how many he finds not secured. Recently my
wife and I weredriving in our neighborhood in the city when we
observed two subjectscommitting thefts from autos and I was able to
call on-duty units toassist me stop and arrest the suspects. These two
were only stealingfrom unlocked cars and when they were arrested, they
had about 10 GPSsystems in their backpack.

BURGLARY PREVENTION TIPS (posted 12/7)

* Keep all doors and windows closed and securelyfastened. An open
window or door is an open invitation for burglars.Thieves are also
quick to spot weak locks that may be easily forcedopen. Doors should
have deadbolt locks with a one inch throw andreinforced strike plate
with three inch screws. All windows shouldhave window locks.

* Secure sliding glass doors. Place a metalrod or piece of plywood in
the track and install vertical bolts.These will help prevent burglars
from forcing the door open orlifting it off the track.

* Always lock the door to anattached garage. Don't rely on your
automatic garage door opener forsecurity.

* Create the illusion that you are home by usingtimers on lights,
radios and TV's. Making your residence appearoccupied, even when no
one is home, will deter criminals.

*Keep the perimeter of your home well lighted. Installing low
voltageoutdoor lighting is a cost-effective way to discourage
intruders, aswell as highlight a house. These should be supplements by
brightmotion-sensitive lighting.

* Never leave clues that you areaway on a trip. Have a trusted
neighbor collect mail and newspaperswhile you are away so delivered
items do not accumulate. You can alsoask a neighbor to park in your
driveway or parking place to make itappear that you are present.

* Keep some shades and blinds upand curtains open to maintain a
normal, everyday appearance in yourresidence.

* Never leave a message on your telephone answeringmachine telling
people that you are away from home. A message thatyou will return at a
certain time leaves your home vulnerable in theinterim.

* Keep shrubbery trimmed away from entrances andwalkways. While large,
ornate hedges may be beautiful, they alsoprovide a hiding place for
burglars who need only a minute to breakin through a window or door.

Our number 1 tip is to alwayslock your doors and windows. I'm sure
that some think that it issilly to remind folks to lock their doors,
but you may be surprisedhow many unlocked homes are burglarized.
During the holiday season wealso need to be aware of advertising to
potential thieves what itemsyou may have received as gifts. Be mindful
of how you dispose ofboxes for computers, televisions and video game
systems.
The FirstDistrict also has officers who have experience in conducting
homesecurity surveys. If you would like an officer to conduct a
surveyand assessment of your home, contact your PSA lieutenant.




THEFT PREVENTION (posted 12/12)



? ? ? ?One of the crimes that have seen an increase in the First District is
"Theft Others", which is basically ? ? ?any theft that does not involve a
Theft from Auto. We posted Theft ? ? ? ?from Auto prevention tips on the 1D
Listserv last week, tomorrow we will post bike theft prevention tips,
but today I wanted to provide ? tips on preventing thefts of you
possessions when you are in a ? public place.

These thefts occur in public places, such as ? ?restaurants, and are
prevalent when the establishment is crowded. ? ?Usually the suspect
removes the victim's property by stealth when ? the either the property
is not monitored or the owner is distracted. ? ?The two most common
scenarios are: the victim hangs their jacket or purse on the back of
their chair in a restaurant or bar and the ? ? ?suspect removes the
victim's wallet from the purse/jacket; the ? ? ?victim leaves the purse,
briefcase, jacket sitting at their table ? ? ? ?when they leave to use the
restroom.

Prevention is very ? ? ?straight forward and simple. Consider carrying a
purse or handbag ? ? ? ?that is small enough that you can sit it in your lap
or on the table in front of you when you are out dining. If you hang
you coat or ? ? jacket on your chair or stool, remove your wallet and
place it in ? ? your pants pocket if possible. Just as we warned in the
robbery prevention tips, be aware of your surroundings. Be attentive
to any ?sudden diversion, like someone bumping into your chair abruptly
and ? ? making personal contact with you. Report any suspicious activity
or ? ? ?individuals by calling 911.

This crime is strictly one of ? opportunity and if that opportunity is
removed, we should be able to ? prevent these thefts.
