The Ward 6 Democrats and the?Hill Rag?are sponsoring a panel discussion about DC justice next week?on Wednesday, Nov. 13, at 7 p.m. at the Harold J. Gordon Building, 124 15th?St., SE.

The forum will examine the issues of transparency, policing, prosecution, supervision and accountability in addressing violent crime in our community. Panel members will address?how DC is working to provide a fair and balanced system of justice and what challenges there are to overcome.

Panel members include Ward 6 Councilmember Charles Allen, as well as representatives from the DC Police Department, DC Court Services and Offender Supervision Agency, the DC Office of Neighborhood Safety and Engagement, the DC attorney general and the U.S. Attorney¡¯s office. Yahoo block group shutting down soon

 

Hello neighbors,

As many of you probably know yahoo is shutting down its yahoo group function in December (14?).?

I started this group around when Ian was born to stay connected with our block and alley neighbors. It¡¯s definitely been useful over the years and I¡¯ve appreciated having it.

But it is barely used now and certainly for us less relevant for kid related things. So I¡¯m going to call it quits and not attempt to transfer it to a new listserve group platform.?

If anyone does have any interest in seeing the 200 11th st SE block group continue let me know and I can make you the manager before it¡¯s too late. I know that others have been transitioning their yahoo groups to other group platforms successfully.?

It¡¯s been a good run.

Hi All,

? Anyone who walked around 8th,9th and 10th & East Capitol St on Halloween....it would be really valuable to get your feedback while it's still fresh in your minds.?

? The city added 4 elements to the experience and it would be good to know whether they were helpful or not and whether we should push for them next year or change them in any way.

  1. Light towers at 9th and 10th St intersections
  2. Traffic control officers at intersections of 9th and 10th
  3. Extra police
  4. Closing of the 800,900 and 1000 blocks of East Capitol while keeping the north-south vehicular traffic open and moving along the cross streets.
Note, this last element, #4, was a proposal that we gave to DC homeland security as a less disruptive alternative suggestion to just closing all the blocks completely. Truth is, as I mentioned in a previous email, they said "No". However, they also said that the Police would have the authority to close blocks on site if they felt there was a public safety situation. I was surprised to see that the blocks were closed after all.

What happened is that a special events unit of the police was assigned to East Capitol for the evening. The officer in charge, shortly after his unit's arrival on the street, decided on his own judgment that closing the blocks was necessary. So, he did so.

So, what are thoughts about whether these elements worked or not? Any comments would be appreciated and will help us in reviewing what can/should be done next year.

Oh, and one piece of potentially good news for many. You may have noticed that the parked cars remained in place. I was there and had a conversation with the officer in charge. He said that, in this kind of situation, the presence of the parked cars was not a problem and he didn't think that moving them was a necessity. We'll bring this back to Mayor's Special Events Task Force and its members, who told us that they had a non-negotiable rule on moving all the cars, and see what they say.

ps As residents of East Capitol are well aware, the light towers on thursday had a bit of an issue. They were supposed to be turned off (with their noisy generators) at 10pm. They stayed on quite a bit longer. Last I heard was 1 am. I reached out to DDOT around 11 and at midnight but couldn't get anyone around. The next morning, the DDOT official in charge of the towers apologized and explained that his crews were pulled off suddenly to deal with weather related issues that night. It would have been ideal if they had just clicked a couple of "OFF" switches before they left. I pointed that out to them. Sorry for the inconvenience. Hopefully, if the light towers come back next year, everyone involved will keep all this in mind and make sure it doesn't happen again.

? Just wanted to pass along to everyone the planned measures of DC agencies re improving public safety on the East Capitol blocks on Halloween eve this Thursday. You may recall that the ANCs had been in discussion with them for the last few months on possible closure of the blocks to traffic for the evening. For the reasons detailed in an earlier email, that is not going to happen. However, I learned this afternoon that DC agencies intend to do the following this year:

  • MPD will provide an increased police presence on the East Capitol blocks from 8th to 11th.?They did not give numbers but noted that it would be a substantial increase from last year.
  • DDOT will post a pair of Traffic Control Officers at 4 intersections: East Capitol and 8th; East Capitol and 9th; East Capitol and 10th; East Capitol and 11th.?The officers will be posted from 6pm until 11pm. (I noted that trick or treating might begin as early as 5pm, but was told that they had considered this but their timing was targetted to the fall of dusk.
  • DDOT will set up two?Light Towers one at 9th and East Capitol and one at 10th and East Capitol.?Their plan is to set them up around 6pm and keep them in place until 11pm. I thought that 11pm might be a bit late and noted this but said I'd check with all of you and get back to them tomorrow. I've also asked for some kind of description of the light towers, their intensity and angles to make sure they aren't beaming into people's?bedroom windows.

Note, the light tower idea didn't come from ANC commissioners and today is the first I've heard of it in tangible terms. The DC agencies discussed this among themselves and decided to throw it in. I'm trying to get more exact details on this. Hopefully, it's a good idea. If anyone feels strongly it is?not?a good idea, please give a shout.

(WASHINGTON, DC) ? The Bowser Administration is coordinating service and logistical operations across multiple District agencies in response to the 2019 World Series. Residents, business owners, and fans are encouraged to visit sportscapital.dc.gov<> to learn more information on road closures, parking restrictions, various transit options, and more.

?After a historic season, our Washington Nationals will host the World Series in the #SportsCapital for the first time in 85 years!? said Mayor Muriel Bowser. ?Nationals fans are ready, and our Administration is prepared to facilitate a world-class experience for DC residents and visitors. The best-of-seven series begins in Houston on Tuesday, October 22. The Washington Nationals? home games are:

Navy Yard and the areas around Nationals? stadium will draw large crowds during the watch parties and home games which require parking restrictions, road access restrictions and road closures. A comprehensive list is below:

Road Access Restrictions
First Street SE, south of M Street SE, will be converted to one-way southbound operations, continuing west onto Potomac Avenue SE to South Capitol Street for each World Series home game and/or stadium watch party event. The following streets will be restricted to local and event traffic for all stadium watch parties and home games beginning at 2:00 p.m. until approximately midnight:

? *? N Street SE between First Street SE and New Jersey Avenue SE (access to parking lots will be permitted)

Parking Restrictions
Residents and visitors should expect significant impacts to on-street parking during the World Series. To ensure effective communication across the District during the home games hosted by the Nationals, the District?s Emergency Operations Center (EOC) will activate.

Finally, MPD reminds those interested in purchasing tickets for the 2019 World Series to steer clear of ticket scalpers. Fans are encouraged to use Safe Exchange Zones<> when conducting in-person transactions using online applications such as Craigslist and Offer Up. A link to ticket buying tips is located here<>. It¡¯s historically dry out there! The time to water is now! Here are some tips to help:

For newly planted trees (planted 1 ¨C 3 years ago):

  1. These trees are the most susceptible to damage/death due to inadequate water first. Start with those trees located in areas with limited soil - think street trees and those surrounded by/near concrete and curbs.
  2. Water slowly. The ground is hard and dry ¨C water will run off if too much is applied too quickly.
  3. Place a hose a foot or so from the base of the tree and turn it on to a trickle. Set a timer to let the water run for one to two hours.?Occasionally moving it the hose nozzle to provide water to the entire root zone of the tree. If you have a small sprinkler head you can use that to cover a wider area ¨C but again turn it on to low.
  4. You can also water with a five gallon bucket that you have drilled some (three is sufficient) holes in the bottom about the diameter of a pencil lead. Place the bucket at the base of the tree, fill the bucket to the top with water, let it drain, move it slightly, and fill it again ¨C up to five?times.?
  5. If you can, place a mulch ring around the tree following the . Mulch keeps the water in the soil feeding the roots by slowing evaporation.
  6. After you¡¯ve saturated the soil around the tree, repeat the watering process every three to four days. If you are unsure about when to water again, check our .
For established trees:
  1. All trees in this drought can use some water, especially street trees. If you have street trees in front of your home letting a hose drip onto its roots for a few hours will be a big help! Move the hose nozzle around every hour or so to water the entire area.
  2. The rule of thumb in these severe conditions is: WATER!

ISO old yoga mats

 

Our senior dog is having a tough time on our wood floors.? The vet suggested that old yoga mats would help with traction.? If anyone has old ones they are considering getting rid of, we would be happy to take them off?your hands.

School hasn¡¯t even begun but some of us are already thinking about Halloween...

In response to resident requests for increased safety, our ANC is considering a proposal to pilot the closure of a portion of East Capitol to cars on Halloween. Currently we are in very preliminary discussions with MPD and DDOT but are considering closing East Capitol from 8th to 11th streets to moving vehicles (already parked cars would remain in place) from 5 pm to 9 pm. This would hopefully increase pedestrian safety and ease congestion on the very crowded sidewalks by allowing some foot (and stroller) traffic to use the street.?

To get this going we are hoping to identify a ¡°block lead¡± for each block who can work with their Commissioners to talk to neighbors and request ANC support to move this forward.?

If you are a resident of the following blocks and would be willing to help (or just have comments on the idea) please contact your Commissioner:
