This meeting--which I have arranged with 1D MPD officials--is for residents concerned about this summer's spurt in house burglaries in PSA 106 and PSA 107.?

The objective of the meeting is to learn as much as we can about burglaries to help us individually from becoming victims and to find out what we as a community can do to help MPD reduce the number of these crimes.

To this end, I expect MPD officials to give us an update on the trends in the numbers, provide us with as much specific information about recent burglaries as they can without harming ongoing investigations ... and, to explain the kinds of actions police have taken and are taking to prevent more burglaries and to capture the perpetrators.?

There will be an opportunity to ask questions about burglaries.? (Questions about other matters will be deferred to the end of the meeting.? If there isn't time for them, they can be posed to police at the next regularly scheduled September PSA meetings.)

This email will not necessarily reach all those who have experienced a burglary this summer.? If you have such a neighbor, please make sure they learn about the meeting.

"A short time ago, First District Units received a 911 call for a suspicious person in the 500 Block of G Street, Southeast.? This call resulted in the arrest of a male subject for Receiving Stolen Property.
The apprehension of this suspect was possible because of the assistance that the community provided by immediately calling 911, and providing a good description of the subject and the prompt response of First District Sergeant Pabrezis and other officers. ?
As a reminder, subjects can be considered suspicious if they are going door to door in your neighborhood checking to see if doors are locked, observed looking into cars, or suddenly running from a property. Subjects whom you observe in this type of behavior may be involved in casing homes or businesses, burglary, theft from auto, fleeing the scene of a crime, drug activity, or even preparing for a robbery. If you see something that you believe is suspicious, please dial 911. We will respond and check it out.? It may turn out as this case did.

Individuals who have information regarding crimes should call police at 202-727-9099. Additionally information may be submitted to the TEXT TIP LINE by text messaging 50411. The Metropolitan Police Department currently offers a reward of up to $10,000 to anyone who provides information that leads to the arrest and conviction of the person or persons responsible for any robbery committed in the District of Columbia."

Update on Performance Parking

In September ANC6B will deliberate and vote on expansion of performance parking north of Pennsylvania Avenue. ?I've sent several e-mails on performance parking and conducted a community meeting to answer questions and gather feedback on the proposed expansion. ?The feedback has been positive. ?With few exceptions, residents recognize that this program will preserve parking for residents, as well as provide several other benefits such as a permanent visitor parking pass and access to non-automotive transit improvement funds for projects in our Single Member District. ??

With a vote looming, I want to provide some additional details on the program, the ANC's emerging approach to expansion and why I am in favor of the expansion.?

First, let me emphasize that this expansion installs?NO NEW METERS. ?I say again, NO NEW METERS. ?Previous e-mails may have caused some confusion about this. ?As a result of this confusion, I've been asked on several occasions why the ANC would implement a program that places new parking meters on residential streets. ?Fortunately for all of us, this is merely a rumor. ?

Attached you will find an updated information sheet that describes the mechanics of the program. ?In short, performance parking creates Zone 6 only parking on one side of the street, extends the hours of the residential parking program (RPP--the program that's currently in place), provides a permanent visitor pass to all addresses in the pilot area and allows residents to program funds from pre-existing meters for non-automotive projects in the neighborhood. ?ANC6B's Transportation Committee met in mid-July and formulated the following position on expansion:

July 2012 Draft Recommendation to the ANC:

1. ?The Committee recommends that ANC6B request expansion of the performance parking pilot in the areas allowed all the way up to but not including East Capitol Street;?

2. ?The Committee recommends that ANC6B request uniform hours and days across the pilot area: 7am to 9:30pm, Monday through Saturday;?

3. ?The Committee recommends that individual Commissioners work within their Single Member Districts to develop proposed exceptions to the standard North / West assignment of the "Zone 6 Resident Permit Parking Only" signs; and

4. ?The Committee will study and make recommendations on specific exceptions to the 6 days per week "Zone 6 Resident Permit Parking Only" postings, potentially allowing the 6B program to operate 7 days per week in designated commercial corridors. ?These exceptions will be proposed by SMD commissioners in consultation with affected neighboring SMDs and will be subject to approval of the full Commission.

I am strongly in favor of expansion. ?I believe it will relieve parking pressure stemming from our growing commercial corridor, especially as the Hine project comes on line; it will create opportunities to make our neighborhood more livable and walkable through the budgeting of PPP funds for sustainability projects in our neighborhood; and it will provide neighbors with a convenient parking pass for use with friends, contractors and day-time service providers. ? I am also committed to obtaining visitor parking passes for neighbors not in the pilot area (those east of 11th St) and to working with the City to improve the process for obtaining multiple visitor passes for parties, dinners and other gatherings.

If you have any questions, please don't hesitate to contact me. ?If you believe your block merits an exception (items 3&4 above) to the standard implementation scheme, please contact me so that we can assess the situation. ? I am also looking for people to help me flyer blocks in the proposed expansion area--please contact me if you're willing to help with a block or two. ?Lastly, I'm happy to hold meetings block-by-block to discuss this issue (one is already scheduled for the 900 block of C St.).

Next Tuesday, August 7th, is the Metropolitan Police Department's National Night Out--a City and Nationwide event focussed on deepening relationships between law enforcement and the communities they serve. ?

Please save the date, and consider joining your neighbors and the MPD Officers who patrol our streets at 6:30PM on August 7th at Gessford Court. ?We'll rally in Gessford Court (200 block between 11th and 12th Streets), do a 30-minute community walk with the Officers of PSA 107, then reconvene at 7PM for a BYOM and BYOB BBQ. ?

Understanding that it's a "school night", I look forward to seeing as many folks as possible. ?More details to follow.

Hine Project Zoning Commission

The Zoning Commission held its last public hearing on 12 July. ?Over the next month-and-a-half, the ZC will formulate a zoning order that establishes the final form of the project. ?Based on comments from the various ZC Commissioners, I would not be surprised to see additional changes to the project. ?Members of the Zoning Commission expressed concern over the concentration of affordable housing and the design of the project's North building. ?The ZC will likely promulgate its zoning order at its September 10th meeting. ?Of importance, ANC6B continues to work with Stanton Eastbanc and neighbors adjacent to the project to finalize the remaining details of a construction management agreement.?


Eastern Market?

Legislation - The City Council's Committee on Government Operations should hold follow-on mark up hearings on the 2012 Eastern Market Preservation and Development Act in September, when the Council returns from Summer recess. ?At the initial hearing, the Mayor's representative, the General Counsel for the Department of General Services, communicated that the executive branch objected to the legislation, but failed to provide detailed justifications for their position. My hunch is that their concerns, as well as some of the issues brought forward by the Committee Chair, Muriel Bowser, are largely political in nature and will be resolved by September. ?

300 Block of 7th St - Future closure of the 300 block of 7th St (between C St and Penn Ave) has been a central element of the ANC's effort to preserve the size and scope of the Market during Hine construction and beyond. ?Indeed, once the development is built, closure of this street when combined with the newly created C St plaza, would actually expand the capacity of the current market. ?Given some of the uncertainty around final resolution of Eastern Market legislation and the need to support market activities during and after construction of Hine, in September I will be putting forward a resolution for ANC consideration that asks the City to provide pre-approval for the weekend closure of this block of 7th St. ?Decoupling the issue of street closure from the rest of the legislation provides additional confidence that this will happen, and makes the community less dependent on the legislation to mitigate the potentially adverse affects of the Hine development on the long term viability of the market. ?Placing the issue before the ANC also allows for a public discussion and an opportunity to work through some of the second and third order effects of closing the street (chiefly the impact on brick-and-mortar businesses and Eastern Market delivery patterns). ?

Eastern Market Weekday Farmers' Line - Thanks to those of you who supported the first two incarnations of "Fresh Tuesdays at Eastern Market". ?The market manager reports that the line was busy and successful both Tuesdays. ?The weekday line will continue through the end of the growing season--please keep it in mind (and don't forget to patronize your favorite indoor merchants as well!). ?

Neighborhood Security

National Night Out (NNO) -- NNO is the Metropolitan Police Department's marque community outreach event every year. ?This year, events will take place in early August. ?Stay tuned for details on an SMD event, most likely on the 4th of August.

Projects in our Single Member District

?? ? ? ? ?Resurfacing of the 800 block of A St - ?This project is complete! ?Thanks for the patience of the neighbors who endured the protracted project time line. ?

200 block of 9th & 10th St Alley Resurfacing - I am meeting with residents adjacent to this alley on Tuesday night to discuss the current sewer main replacement (DC Water) and future restoration efforts (DDOT). ?Given DDOT's silence on planned next steps with this alley, we need to begin an active lobbying campaign to get their attention. ?In order to do this, it's important to have a unified vision for the restoration. ?That's something I hope to hammer out on Tuesday...

Sidewalks - The City has repaired all sidewalks on the FY12 priority list, and even completed several projects identified as potential FY13 efforts. ?If you still have an impassable sidewalk, please let me know and we'll get it on DDOT's radar. ?

Expansion of Performance Parking?

In September, ANC6B will consider a resolution to request expansion of the performance parking pilot area north to East Capital and east to 11th St. ?I am in favor of this expansion, and have received almost universally positive feedback on the idea. ?A short recap--performance parking will preserve one side of each street for Zone 6 only parking, and extend the hours of the Residential Parking Permit (RPP) regimen on the other side of the street (RPP = green parking signs). ?This is good for residents, especially those living near commercial corridors. ?I will have flyers with program details next week, and am looking for volunteers to help pass them out on their block. ?In conjunction with expansion of the pilot area, I will also be asking DDOT's parking czar, Damon Harvey, to issue permanent visitor parking passes to the remainder of the SMD (not already covered in the pilot area). ?

Planning and Zoning Committee Resident Member

I'm looking for a new P&Z resident member to replace Susan Eads Role, who recently assumed the role of ANC6B Executive Director. ?This Committee has an important role to play in development, zoning and historic preservation issues in our community. ?Resident members can deliberate on all matters and vote on issues that occur within their SMD or when the ANC Commissioner is not present. ?Please contact me if you're interested!

2012 ANC Elections

After much introspection and internal deliberation, I've intend to run for one more term as your ANC Commissioner. ?It has been challenging at times, and I know I've cast some votes that did not enjoy unanimous support, but ultimately it has been rewarding and deeply satisfying to work with neighbors to resolve issues that impact our daily lives. ?There are several initiatives underway that I would like to see through to completion, especially those that impact the fundamental character of the ANC as a civic institution. ?Should I win, this would be my last term.

Legislation - The City Council's Committee on Government Operations should hold follow-on mark up hearings on the 2012 Eastern Market Preservation and Development Act in September, when the Council returns from Summer recess. ?At the initial hearing, the Mayor's representative, the General Counsel for the Department of General Services, communicated that the executive branch objected to the legislation, but failed to provide detailed justifications for their position. My hunch is that their concerns, as well as some of the issues brought forward by the Committee Chair, Muriel Bowser, are largely political in nature and will be resolved by September. ?

300 Block of 7th St - Future closure of the 300 block of 7th St (between C St and Penn Ave) has been a central element of the ANC's effort to preserve the size and scope of the Market during Hine construction and beyond. ?Indeed, once the development is built, closure of this street when combined with the newly created C St plaza, would actually expand the capacity of the current market. ?Given some of the uncertainty around final resolution of Eastern Market legislation and the need to support market activities during and after construction of Hine, in September I will be putting forward a resolution for ANC consideration that asks the City to provide pre-approval for the weekend closure of this block of 7th St. ?Decoupling the issue of street closure from the rest of the legislation provides additional confidence that this will happen, and makes the community less dependent on the legislation to mitigate the potentially adverse affects of the Hine development on the long term viability of the market. ?Placing the issue before the ANC also allows for a public discussion and an opportunity to work through some of the second and third order effects of closing the street (chiefly the impact on brick-and-mortar businesses and Eastern Market delivery patterns). ?

Eastern Market Weekday Farmers' Line - Thanks to those of you who supported the first two incarnations of "Fresh Tuesdays at Eastern Market". ?The market manager reports that the line was busy and successful both Tuesdays. ?The weekday line will continue through the end of the growing season--please keep it in mind (and don't forget to patronize your favorite indoor merchants as well!). ?

National Night Out (NNO) -- NNO is the Metropolitan Police Department's marque community outreach event every year. ?This year, events will take place in early August. ?Stay tuned for details on an SMD event, most likely on the 4th of August.

200 block of 9th & 10th St Alley Resurfacing - I am meeting with residents adjacent to this alley on Tuesday night to discuss the current sewer main replacement (DC Water) and future restoration efforts (DDOT). ?Given DDOT's silence on planned next steps with this alley, we need to begin an active lobbying campaign to get their attention. ?In order to do this, it's important to have a unified vision for the restoration. ?That's something I hope to hammer out on Tuesday...

Sidewalks - The City has repaired all sidewalks on the FY12 priority list, and even completed several projects identified as potential FY13 efforts. ?If you still have an impassable sidewalk, please let me know and we'll get it on DDOT's radar. ?

Expansion of Performance Parking?

In September, ANC6B will consider a resolution to request expansion of the performance parking pilot area north to East Capital and east to 11th St. ?I am in favor of this expansion, and have received almost universally positive feedback on the idea. ?A short recap--performance parking will preserve one side of each street for Zone 6 only parking, and extend the hours of the Residential Parking Permit (RPP) regimen on the other side of the street (RPP = green parking signs). ?This is good for residents, especially those living near commercial corridors. ?I will have flyers with program details next week, and am looking for volunteers to help pass them out on their block. ?In conjunction with expansion of the pilot area, I will also be asking DDOT's parking czar, Damon Harvey, to issue permanent visitor parking passes to the remainder of the SMD (not already covered in the pilot area). ?

I'm looking for a new P&Z resident member to replace Susan Eads Role, who recently assumed the role of ANC6B Executive Director. ?This Committee has an important role to play in development, zoning and historic preservation issues in our community. ?Resident members can deliberate on all matters and vote on issues that occur within their SMD or when the ANC Commissioner is not present. ?Please contact me if you're interested!

After much introspection and internal deliberation, I've intend to run for one more term as your ANC Commissioner. ?It has been challenging at times, and I know I've cast some votes that did not enjoy unanimous support, but ultimately it has been rewarding and deeply satisfying to work with neighbors to resolve issues that impact our daily lives. ?There are several initiatives underway that I would like to see through to completion, especially those that impact the fundamental character of the ANC as a civic institution. ?Should I win, this would be my last term.

Capitol Hill Wine Makers Club

 

I'm looking to start a home wine makers club on the Hill. The Capitol Hill Wine Makers Club will be a group of folks who love to discuss, make and drink fine wines.

The idea is for members of the club to meet once a month, where we share wine and food, have a business meeting, and discuss wine related issues such as: wine making tips, wine tasting, and wine with food.

Wine making activities will range from "kit" wines, to "made-from-scratch" grape wines, to "country" wines (made from fruit or even vegetables), to Mead (made from honey).

If popular, the club will also run a homemade wine competition.

A few quick updates for you:

Eastern Market Weekday Farmers' Line - I'm happy to announce that Eastern Market will hold its first weekday farmers' market on Tuesday, July 10th from 3-7PM. ?The line will be a mix of the familiar and the new, with 6 new farmers joining 5 farmers from the current weekend line. ?Several of the new farmers are Amish farmers from Maryland. ?Please consider dropping by and supporting both our Market and the local food shed.

Security Walk - It has been awhile since our last walk, so mark your calendars for Friday, July 20th from 9-11PM. ?We'll rally at the corner of Kentucky and Independence Ave, then walk for an hour before linking up with MPD for the last half of the walk. ?

ANC6B's New Executive Director - ?ANC6B recently selected a new Executive Director from several excellent, highly qualified candidates. ?We are lucky to have Susan Eads-Role serving in the position. ?Susan is our neighbor (of the 200 block of 10th St gang) ?and brings a wealth of parliamentary and legislative experience to the job. ?In addition to ensuring that the operations of the Commission run smoothly, Susan is yet another resource to help residents navigate the various processes of DC government, from zoning to historic preservation and beyond.

311 on-line - 311, the District's service call center, launched a mobile application in April. ?You can download it at?http://seeclickfix.com/washington. ?I've been using it for about two months now and find it to be very handy for quickly submitting infrastructure problems (street lights, pot holes, etc.) to the City. ?Of course, it's not a panacea, but it is a helpful tool. ?If you are using it already and have any feedback, I'd love to hear it. ?

Grade DC - ?If you don't get your problem fixed fast enough, consider letting the City know about it at http://grade.dc.gov, the City's newly launched feedback collection platform. ?It remains to be seen what the City will do with the information it collects, but it never hurts to provide them with feedback both negative and positive.
