Allison,
You should never be treated like that by 911. ?
Based on my experience and interactions with our PSA 107 officers, they encourage residents to call 911 when they witness suspicious activity, and are happy to provide additional presence (as you suggest in your e-mail).
I've CC'd Lt Fowler, PSA 107 Lieutenant, and the MPD list serve, and am confident that they will address your concerns. ?
Regards,
Brian

Hi everyone,
My name is Alison, and my husband, Matt and I live at 252 11th. St.
I wanted to share some information I received from a police officer last week regarding suspicious activity. After being transferred 6 times and treated as a nuisance by 311 and numerous police substations, I was told by officer Pinson that the correct action to take if you would like more police presence (even just a drive through an alley), is to call 202-698-0068, and request "special attention" from Sgt. Jones. We are in PSA 107. In light of recent events, hopefully they will be taken more seriously from now on.
Pleased to be a part of the group.
All the best,
Matt and Alison Marriott
