Visual C ++ is required to render the graphics, so if you can, there is hope.
I tried to install on windows 7-32 bit machine that lacked the SP1 service pack and couldn't install it.
I tried Python 3.7.4 on the same machine, but it didn't work because of the missing Ms Visual C ++.
