More than likely it is a scam. I got taken by a similar scam just a couple of weeks ago. Ordered one from a seller in China for $19.99. He had a 99% positive feedback and was rated a top seller by ebay. Unfortunately, I think he built up his feedback on sales of low-value items and once he had established a reputation as a "reliable" seller, he started selling items in the 30-50 dollar range and of course, did not deliver. Ebay refunded me and his 99% feedback soon dropped to 49.5% (a score of -4).
