I presume the first 12 columns after the year are months, the next is the year¡¯s mean, and the last is the high-temp ranking.

Does EACH month's temperature column have its own conditional formatting?
I see, e.g., that 17's, 18's, and 19¡¯s are orange in July, but red in September.
