I deleted all board outline and put it in again and it worked.

Magnify your design and look for unconnected "dots" or
very very short tracks.
This happens sometimes when you have an undeleted track
segment left. These track segments can be extremely small
and almost invisible - still annoying thop'.
This is only a problem when exporting for auto routing.
