There are several ways to log QSO in Logger32. a. Real time logging (Logbook entry window) b. Manual logging (Add QSO manually window) If you want to log old QSOs in a paper log, use this) c. Import ADIF log. If you want to adif log exported from another program, use this. d. Log directly from jtdx/wsjtx e. Parallel logging. Log QSO automatically in PC-B Logger32 when you log QSO in PC-A Logger32.

If that does not solve your problem, then maybe copying the Logger32 INI from one PC to another was not such a good idea. Look for a file called Logger32.INI in the default Logger32 directory. Temporarily rename it to Logger32.OLD.INI.
