In this context, it means that it doesn't descend into
sub-directories, and sub-sub-directories, etc..
If that is fixed in 24.1.*, that is good, but it won't change my
practice, because I will continue have all the old versions of
LTspice installed, and have well over 2,500 "personal" symbols,
which is why I evolved my way of listing symbols. It works
satisfactorily across all versions and all platforms.
As an aside, I never use hard links, because in Linux file systems
at least, deletion of a hard link deletes the data on disk, unlike
soft links.

What does 'recursive' mean in this context?

IMHO, this is way better than using the "Control
Panel > Search Paths > Symbol Search Path" option,
which is not recursive.
But it is, in 24.1.

Adding this long desired functionality was a major piece of
work. It isn't as simple as it appears at first.
