Novato*s Pedestrian-friendly Living Streets Program Begins Friday, October 15; Extended through November 21 Post Date:10/12/2021 5:30 PM The City of Novato*s new seasonal street closure program, Living Streets, begins Friday, October 15. The Living Streets Program aims to create a safe, pedestrian and bicycle-friendly shopping, dining, and recreation environment on Grant Avenue, between Machin and Reichert Avenues, every Friday, Saturday & Sunday evening from 5pm to midnight through the months of April to October. This year, before cooler weather sets in, the City is temporarily extending the program through the weekend of November 19-21. As part of this program, the installation of new swing gates Downtown allows for shorter, targeted closures while leaving the street open to regular vehicle traffic during typical retail business hours. City crews will begin placing signs and clearing the two-block area of parked cars about an hour before the scheduled closures each weekend. Free parking in and around the Downtown area is available on adjacent streets and public parking lots. In June of 2020, Novato was the first community in Marin County to pilot a full street closure program to help our businesses and restaurants get back in business in Downtown Novato. Interim Councilmember Application Period Now Open for District 5 Seat Novato City Council currently accepting letters of interest and resumes through Thursday, October 21 at 12pm Post Date: 10/13/2021 12:00 PM At a Special Meeting on Tuesday, October 12, the Novato City Council unanimously voted to begin the process of appointing an interim City Councilmember to fill the current District 5 seat vacancy. The newly appointed Councilmember would serve until the November 8, 2022 Statewide General Election. To be considered for the Novato City Council District 5 seat, those interested must: Submit a Letter of Interest and Resume to the Novato City Council at novatocouncil@... by Thursday, October 21 at noon. Letters of interest should detail why you are interested in serving on the Novato City Council, and how your experience and qualifications would benefit the community; Live in Novato City Council District 5 which includes Hamilton and parts of southern Novato; Be 18 years or older; and Be a registered voter. Council will conduct interviews of eligible applicants during their regular meeting on Tuesday, October 26 at 6pm. Interviews will be open to the public, and all application materials will be published with the City Council meeting agenda. City Launches Short-Term Rental Registration Program New online portal for easy owner registration; 24-hour hotline available for neighbors Post Date: 10/06/2021 12:00 PM The City of Novato is pleased to announce the launch of its new Short-Term Rental Registration Program. On February 9, 2021, the Novato City Council adopted Novato Municipal Code ∫ 8.12 which allows permanent residents to rent out all or part of their home as a Short-Term Rental (defined as less than 30 consecutive nights). This ordinance sets a maximum occupancy, asks owners to develop a parking plan, and sets what types of properties are eligible to rent out. Short-Term Rentals are typically advertised on websites such as Airbnb, VRBO, or HomeAway. This new service makes it easier for visitors to experience Novato*s unique charm while enforcing regulations that preserve community character. The one-stop online portal, managed by Host Compliance, creates a place where residents can easily apply for Short-Term Rental Registration and a business license, as well as track and pay any applicable quarterly Transient Occupancy Taxes. In addition, Host Compliance will assist with regulation of the program, and has set up a 24-hour hotline for neighbors to report any issues with a Short-Term Rental at 415.301.3574 or submit your tips online at hostcompliance.com/tips. We are also thrilled to welcome back the return of our Adult Volleyball Leagues this fall! A friendly reminder that the Margaret Todd Senior Center has also recently reopened. The Center is open for in-person programming and drop-in Game Groups. Fall adult classes include sewing and tailoring, Essentrics, ballroom dancing and Jazzercise! ※We are excited to welcome back our community to the Margaret Todd Senior Center this fall for programs, activities and events. Novato Returns to Virtual Public Meetings
Community encouraged to attend and provide comments live online through Zoom Following a brief transition to in-person public meetings, the City will return to virtual meetings held via Zoom for City Council, Commissions, Committees, and Boards. With the health of our community and staff in mind, this decision is a preventative measure aimed at reducing community exposure to COVID-19, in light of the rapid spread of the Delta variant, a recent spike in cases locally, and recommendations from public health to wear masks indoors. ※Thankfully, we know that community participation during our virtual meetings, online and by phone, has been successful throughout the pandemic,§ said City Manager Adam McGill. ※We*re fortunate to have an engaged community and appreciate their flexibility as we continue to navigate through these changes together.§ As allowed by Governor Newsom*s Executive Order N-08-21, the City will not offer an in-person meeting location for the public to attend meetings and will instead hold them via teleconference. Virtual meetings will resume beginning with the City Council meeting scheduled for Tuesday, July 27, 2021 at 6pm and will continue until further notice. Federal Temporary Restraining Order Delays Immediate Housing and Support Services to Novato*s Unhoused
Post Date:07/16/2021 11:02 AM Subsequent to the City*s news release on July 15, 2021 announcing Council action taken on July 13, 2021 to enter into an agreement with Novato-based nonprofit Homeward Bound of Marin for immediate housing and support services for Novato*s homeless, a federal lawsuit was filed against the City by the California Homeless Union and several occupants of the encampment at Lee Gerner Park. The lawsuit seeks to prohibit enforcement of new City ordinances 1669 and 1670. Though the City was prepared to enforce these ordinances and simultaneously deliver much needed services, this lawsuit and the temporary restraining order will delay those actions until the Court fully considers this matter. The City is studying the legal filing and intends to respond in support of the ordinances and the immediate housing plan approved Tuesday night. Utilizing one-time federal American Rescue Plan stimulus monies, these new comprehensive support services would provide housing, food, case management, medical coordination, job placement and training, and support toward permanent supportive housing referrals for up to 15 homeless individuals in Novato, with priority given to those currently residing at Lee Gerner Park and other city encampments. ※The city is disappointed to learn that some occupants of Lee Gerner Park have taken this step that will delay the very services they demand - immediate and safe housing - that would have included substantial support services,§ said City Manager Adam McGill. ※The City went to great lengths to develop a thoughtful plan for this issue that would have met the concerns expressed by the occupants of Lee Gerner Park, considered COVID precautions, and complied with federal law, all of which would have been a win-win for the homeless and the restoration of Lee Gerner Park. Members of the public are welcome to provide public comments in-person or virtually through Zoom during the meeting. Additionally, eComments can be submitted online once the agenda is posted and until 3pm on the day of meeting. ※The City*s eComment and virtual live participation options have been a great benefit to keeping our community engaged on City topics that matter most to them,§ said City Clerk Laura McDowall. ※We*re pleased to be able to offer this hybrid model to continue to provide flexibility for community participation.§ The Novato Planning Commission plans to resume in-person meetings under this same hybrid model. Hamilton Parkway from 5-7pm on the following dates: Saturday, July 31 | The Peelers (top 40 mashups and medleys) Saturday, August 28 | Careless Whisper (80's tribute band) Outdoor food and drinks are permitted at each series.
