Novato City Council Resumes In-Person Public Meetings In-person and virtual participation options available Post Date: 04/07/2022 5:00 PM The Novato City Council will return to in-person meetings under a hybrid model beginning on Tuesday, April 12 at 6pm. The meeting will be held at Novato City Hall, 901 Sherman Avenue, and members of the public are welcome to provide public comments during the meeting in-person or virtually through Zoom. As always, eComments can be submitted online for City Council meetings at novato.org/ecomment. The eComment period opens once the agenda is posted and closes 3 hours before the meeting begins. The Novato Planning Commission plans to return to in-person meetings under this same hybrid model. All other Commissions, Committees and Boards will resume meeting in-person only. Applications currently being accepted through May 1 Post Date: 04/06/2022 7:00 PM The Novato City Council recently approved a new Sustainability Commission that will focus on matters related to reducing greenhouse gas emissions, sea level rise, and other environmental issues. ※The Sustainability Commission will play a vital role advising the City Council on sustainability, climate action, and adaptation priorities as we address the challenges of our changing climate both now, and into the future,§ said Sustainability Coordinator and Commission Staff Liaison Gretchen Schubeck. ※I*m looking forward to supporting the Commission to engage with our community on these important initiatives and work towards mobilizing communitywide action to reduce greenhouse gas emissions.§ This Commission will be comprised of five regular members appointed by the City Council. New Mayor and Mayor Pro Tem Appointed Council selects Lucan and Wernick to serve one-year posts Post Date: 12/14/2021 7:30 PM At tonight*s meeting, the Novato City Council appointed Mayor Pro Tem Eric Lucan as the new Mayor, and Councilmember Susan Wernick as Mayor Pro Tem. Each will serve in that capacity for one year. Outgoing Mayor Pat Eklund passed the Mayoral Gavel to Mayor Pro Tem Eric Lucan during the Council*s virtual reorganization meeting. ※As a Novato native, it really is an incredible honor to serve as Mayor, and I want to thank my Council colleagues for giving me this opportunity again,§ stated Mayor Lucan. ※Our residents are looking for local government to solve issues not just talk about them, to make things simpler not more complicated, and I think we have an opportunity continue to restore faith in local government as we all continue to work together.§ This will be Lucan*s third time serving as Mayor of Novato. Novato is a ※general law§ city, which means its governance structure is specified by state law, and its Council selects the Mayor and Mayor Pro Tem for one-year terms. The Mayor signs official documents, presides at Council meetings and acts as the official head of the City at public and ceremonial occasions, but has no additional power on the Council. ※I*m grateful to my colleagues for having the confidence to nominate and appoint me as Mayor Pro Tem,§ said Mayor Pro Tem Wernick. ※I look forward to learning more and having a good year.§ Completing her seventh term as Mayor, outgoing Mayor Pat Eklund stated, ※I want to thank all of the councilmembers for the honor of serving as Mayor this past year. New census data is used every 10 years to redraw district lines to reflect how the local population has changed so that each district remains substantially equal in population. Help reshape Novato*s voting districts by drawing and submitting your own proposed district map using the online district map-drawing tool 〞 a paper map option will also be available soon. After submitting a proposed map through the map-drawing tool, you must email novatocouncil@... and include your published map name for it to be considered. Completed paper maps may also be submitted by email to novatocouncil@... or mailed/dropped off to: ATTN: City Clerk City of Novato 922 Machin Avenue Novato, CA 94945 All maps will be published on the City*s website at least five days before the next redistricting public hearing, and a draft map must be published on the website for at least seven days before being adopted as a final map. The redistricting process must be completed by April 17, 2022. The City Council will consider all valid maps at upcoming public hearing before adopting a final map. Map-drawing tools, including demographic information and a detailed user guide to assist with the drawing of district boundaries, are available at novato.org/elections. Council to Consider Update of City Fee Schedule Proposed Fee Schedule available to review online Post Date: 11/04/2021 11:00 AM At their upcoming meeting on Tuesday, November 9 at 6pm, the Novato City Council will conduct a public hearing to consider adopting a resolution to update and establish user and regulatory fees for fee-related City services. The City of Novato charges fees for a variety of specific services provided including, but not limited to: Building fees, e.g. - permitting of new construction or modifications to existing structures Planning fees, e.g. - entitlement review and review for compliance with the zoning code Land Development Engineering fees, e.g. - review and inspection of requests for subdivision and grading Encroachment Permitting fees, e.g. - for work or activities conducted in the city right-of-way Police Department fees, e.g. - vehicle impound and false alarm response fees The City of Novato has been working with ClearSource Financial Consulting to complete a citywide user and regulatory fee study. The fee study provides an up-to-date analysis of the City*s current costs of providing fee-related services while also ensuring that the City maintains compliance with state and local policies, and continues to meet the needs of the community. As part of a general cost recovery strategy, local governments adopt user fees to fund services provided or required due to the request or action of an individual or entity. User and regulatory fees are set according to the estimated reasonable cost of service. A fee for service ensures that an individual or entity bears most, if not all, of the cost incurred by the City to provide that service. When a fee does not fully cover the cost for service another City revenue source subsidizes the cost 每 in most cases, the General fund. The benefits of reviewing and updating user fees include: Reducing the need for General Fund subsidy which would increase the revenues that can be used for services and activities available to all Novato community members. Providing a pattern of consistency with information for forecasting and decision-making purposes. Helping meet service level expectations by collecting fees to fund the existing level of services provided. Keeping pace with general cost inflation. Avoiding fee spikes that are more likely to occur when municipalities leave fees unchanged for a multi-year period and encouraging equity among fee payers. The Proposed Fee Schedule is available to review online at novato.org/finance. Additional information about the upcoming public hearing will be posted with the Council meeting agenda, at least 72 hours in advance of the meeting, at novato.org/agendas.

Council Appoints Mark Milberg to District 5 Seat Milberg*s first Council meeting will be Tuesday, November 9 Post Date: 10/27/2021 3:00 PM At their regularly scheduled meeting on Tuesday, October 26, the Novato City Council unanimously voted to appoint Mark Milberg as a City Councilmember to fill the current District 5 seat vacancy until the November 8, 2022 Statewide General Election. At a special meeting held on October 12, Council voted to accept applications to fill the seat vacated by former Councilmember Amy Peele on September 15, in lieu of holding a special election. During last night*s meeting, Council interviewed three candidates that met the eligibility requirements for the seat. Milberg, whose Council term is effective October 27, stated ※I am really honored to be at this position tonight to be able to see about joining the Novato Council. I am very respectful for all the Council is doing and I feel the tremendous growth in being able to work together is august to many of us in the community.§ Milberg has served on the Novato Citizens Finance Advisory/Oversight Committee since 2018, and prior to his appointment to Council served in the role of Vice Chair. An employee at Ultragenyx, a local biotech company, Milberg is their current Senior Director of Clinical Outsourcing. Milberg has a BS in Human Development from UC Davis, a MS in Social Welfare from UC Berkeley and an MBA from San Francisco State University. Mayor Pat Eklund commented ※Mark Milberg recognizes the importance of building relationships and making sure that people are heard and respected. Mark*s experience on the Novato Citizens Finance Committee and knowledge in city finance is critical.
