An issue I raised a while back is that someone can join a sub-group (by invitation or approval of sub-group moderator), and hence a main group, without any awareness by the main group moderatorship

I believe it's possible to have the mail delivery set to No Mail for the main group and an active delivery option set for the subroup. But AFAIK, there isn't a way to have a member on a subgroup who's
