Members can only view the Directory if a) the group Owner has enabled that feature and b) a member has changed their profile to make themselves visible in the directory. See the Profile Privacy

Looks like an error in the docs. To my knowledge No Email subscribers do not receive Special Notices. A group Owner/Moderator can send a message to a No Email subscriber via the Member List. System

Who pays for email ? You don't actually have to change to another emailer, just don't use the web interface if thats where the problem is with aforementioned buttons Use Thunderbird or another email
