Am owner or moderator has a complete view of the Members' Directory, even if any
individual members have chosen to hide their information in that Directory from viewing by other members. However, in so doing they lose he ability to see the entries for those whose directory entry
is viewable; only if one's own entry is viewable can one see the entries of others, and I strongly suspect that that is likely to be the "issue".
As far as I am aware owners and moderators have no means of knowing which entries are "public" and which aren't.
