Peter, In my opinion this is a bug. An moderator should never be able to apply or remove the Owner role, under any circumstances. The guilty permission is Set Moderator Privileges. It doesn't say

Basic groups can have files, group calendar, photos, wiki, polls, etc. They are restricted in amount of storage and you can't have Groups.io transfer your messages, etc. from Yahoo Groups. See
