However, if we simply created a new group that would the Basic a plan correct? Could that Basic plan then have a few files?

No, to do a transfer, including messages, it would require a year of Premium.? The only other option would be if it could be a subgroup of an existing group that transferred, but that can get messy, /g/GroupManagersForum/wiki/Why-use-a-Subgroup
