Hi Shal, thanks for the quick?response . I agree this may be a bug that requires a fix as shutting off that permission takes away some permissions to do valid moderator functions. ? Like?setting member subscription options.
How can this issue be escalated?

In my opinion this is a bug. An moderator should never be able to apply
or remove the Owner role, under any circumstances.

The guilty permission is Set Moderator Privileges. It doesn't say
anything about owners, and it shouldn't allow one to affect owners. But
it does.
