The Monthly Reminder notice doesn't have the ability to be pinned and locked. It can be sent as Special Notice. Here's what the help says about locked notices, monthly reminders.

I don't think we understand exactly what the problem is. About the calendar - you mention specifically that they get upset because they miss events.?You mention that some don't get calendar events. -

They're not going to spam or junk(or so they say) - they don't show up anywhere. I've told them to make Groups.IO a trusted /preferred/allowed sender but they seem to not understand the concept. ?.
