None of this can be happening unless either (a) you failed to set your group to ¡®restricted¡¯ or (b) another moderator is approving membership applications. Can you please check your ¡®spam

Duane, It sounds to me like you don't have your group set to Restricted Membership in the Spam Control area of the Settings page. If that's not set, the Pending Subscription notice won't be sent.

When reading online, you can go to the More menu below the post and select "Report This Message".? That opens a box where you can enter the reason, as well as choose whether it should go to the group
