I think the OP's request is unusual in the sense that it rarely

If you limit your scope to things that are called DMs or PMs it may seem rare, but side conversations that are not mailed to everyone, yet remain "on the record" may be more common generally than we imagine.

At one extreme, it could be implemented as a topic which the OP is able to mute for all but the targeted recipient(s). Though I don't know if that would match Deb's intended use or not.

I think no user would expect that a record of their DM's, or PMs, or
whatever they'd end up being called (regardless of whether the word
"private" is explicitly used) would be available to moderators.
That's true - user expectations would have to be carefully managed. Whatever the feature were eventually called, and how it would be described in the web pages that implement it would have to make the "on the record" nature of these member-to-messages plainly obvious.

And I think it should not be available.
That's fine. Perhaps you could even disable the feature in your groups.

Still, I don't mind exploring the idea here just to see how it fleshes out.
