You can mute a topic in your overall list of topics (but not from a specific group's list of topics). Go to Topics, All, click on the topic, and click on "Mute This Topic." You can mute a hashtag only from the bottom of an email message. (However, you can unmute a hashtag by going into your overall list of muted hashtags and unmuting it.)
