Firstly, on the members list, how do I make a member a moderator?

Click on the member's row, anywhere except the checkbox, then change the Role setting.

Secondly, how do I set-up my group to send out the monthly files to send out the rules etc?


Not as files here. Use either a Member Notice of type Guidelines or a calendar entry.
