Just re-read your post. You say "Pending member". Do you mean people who have applied to join your group? That's not how you deal with pending members.
See instead?/helpcenter/ownersmanual/1/managing-members/handling-pending-members?single=true
You need to pull down the members menu to see pending members.
The instructions you posted in your original post we dealing with existing members, not pending members.
