Problem is, when I follow that procedure the only member I can see is one Pending member. Can't see the rest. In other words... I never make it to step 2.? :-(
And, though I can see the? member I want to moderate if I go to the Member Directory, members' settings can't be changed from there.
First, this is for one member at a time only. And really, I don't recommend this procedure. (Although it does work. I just did it:
In Members in Admin (not directory), find the member. You can use the search box at the top of the list of names. Click on the name (don't use the tick box.) Then scroll down. Be sure to save after you have made the change.

As I say, this would be an unusual change, I think. The Help page you quoted says?
"You can change the message posting privileges for individual members without changing the settings for the entire group. Example: A member is not following the group¡¯s guidelines for posting, so you want to moderate their posts for a while."

Or perhaps you want to promote the person to owner or moderator? There is another way to do that.
I am not sure whether you have set a default sub setting (second tab in Admin, Settings). That can be changed by individual users / members for their own account. And it doesn't change people who are already members of your group.
