For this solution to work, it would be necessary for the ISP to process the user's filters BEFORE determining what
is spam or not.

In the case of Outlook.com, for example, unfortunately the ISP first determines what is SPAM, before executing the
filters created by the user.

That is the reason why nothing works on Outlook.com.
