I found two setting that may be the culprit.

Attachments were set to Moderate.? Changed to allow.

‘Allow photos in messages’ check box was to not checked.? It is now.? We’ll see what happens.

Tried to approve and it still doesn’t approve.?? Might be a bug.

Some kind of error message would be helpful in this type of situation.? As it is there’s no clue where to look.
