Nancy -- Other thoughts in addition to what Duane suggested...

If you're a Premium group, you can lock the group. But that keeps existing members from posting, and uploading files/photos etc, too.

If it isn't already, consider changing your Spam Control setting to Restricted. You can then create an active Pending Subscription notice that says you aren't accepting any new memberships at this time. You'll still have to delete any new subscriptions that land in Pending status, but at least this way they won't be so inclined to reapply.
