I can't find these attachments on the groups.io PADCO web site, either and overall we seem to have a collection of mutually exclusive symptoms, which is absurd.
One thought that springs to mind is the
format of the attachments that appear to be not getting through. What format (or formats) are they? The tests I carried out used photographs in jpg and non - member posts revealed their attachments after moderation, and posts I submitted which were emails sent to me from a non - member; I posted them by forwarding (as per your orignal description)? and again the attachments worked.
At this moment I simply don't think we have sufficient information to progress this investigation any further; there are too many potential variables and we don't know which ones might be varying.
You might care to note that there is a
subscriber setting that can stop attachments turning up, but if this setting is invoked the subscriber is sent a link (or links) from which the attachment can be obtained. Are these links turning up instead?
