I assumed that was exactly what he was talking about -- which makes me
wonder what he is doing HERE.
Probably just looking for a forum to discuss the issue. Or maybe he specifically wants to hear group managers' points of view.

Any service presumably does have an 'Abuse' department, which would
handle specific complaints about things like blatantly illegal content
or adding someone to a group without their permission, but those are
completely different in both kind and scope from what it appears Marvin
was proposing.
Right.

I agree, especially your final sentence, which is why I can't imagine
any way that anyone who belongs HERE could have made that suggestion.
The question of whether there's a better mechanism for members, would be members, or former members to communicate with the group management, and perhaps resolve disputes, is a fair one. That I haven't thought of a better mechanism than the +owner address doesn't mean that someone else might have an inspiration. Or that I might not later.
