Not entirely sure, but I don't think groups.io will send a welcome notice to an unconfirmed address. So I think you have to respond to the confirmation notice first.
Messages can arrive staggered even when sent at the same time, due to delays in intervening mail servers. You really should analyze the message headers to see what's going on. See??for a tool that has worked well to resolve such discrepancies.
