why can?t an unsubscribed member get registered with the same
e-mail-address he was registered with before?

Because unsubscribing from your group doesn't unregister their email account from Groups.io. Even if he were not subscribed to other groups it wouldn't.

When trying to register anew, a notice pops up saying “this
e-mail-address is already registered”.

And that is true. He has no need to re-register.

Although it definitely is not since I as owner cannot see this
person?s membership any more.

And that is false. A person's subscription is to a specific group. A person's Account (email address registration) is for all groups to which the person subscribes.

So what do I tell thim if he does not want to create a new
e-mail-address?

Tell him to subscribe to your group.

Either use the Join/Request button on your group's home page, or use the +subscribe email command. To use the home page buttons he'll need to Log In to Groups.io (not Sign Up, that's already done).
