#1 depends on what your group is for. If it's for a group for medical
problems that won't be open to the public, for example, you may want
to get a notice that someone wants to join and send them a short
questionnaire before letting them in. This would be more useful for a
closed group than a public one. There may even be a feature now (it
was suggested a while back) that sends out a questionnaire when
someone tries to join the group.

#2 is usually a good idea. If you have this checked, and if your group
is public and not on a sensitive subject, you probably don't care if
just anyone joins, and getting answers on a questionnaire may not tell
you enough (it may, depending on the group and the questions asked).
If you're moderating the first 5 posts, for example, you'll probably
catch spammers unless they patiently post 5 posts then post spam.
That's unlikely. Usually they'll spam right away.

So you don't need both set to on. You will save yourself a little
trouble if they can just join without waiting approval.
