What would be clearer to me would be to
- change "Edit" to "File Properties", change the icon to a file icon with an I (see below) and use it only to change the file name and description,
- add an icon for "Replace File" (perhaps a file icon with an up arrow), which provides the reupload function,
- change the "Move" scissors icon to a file icon with a horizontal arrow (scissors generally indicate "cut"),
- and make sure the words seen when hovering over an icon are identical to the words seen in the resulting dialog.?
