I had the same problem with extra large photos, and was advised that
changing the Setting only affected to new ones and did not affect the
old ones.
That is correct. The resizing is applied as the photos are uploaded (or copied by the transfer agent); or received in Email or posted via New Topic or Reply on the group's web pages.

There is a to-do item for an in-place way to resize Photos already posted, but that hasn't been implemented.
