The Reply To links are dynamically generated for each message.? It would not be possible to put them in a group footer.? You could in the beta group that those links be added to the plain text footer.
I agree that both footers should provide the same links (odd that they do not).

PS I notice the Beta group uses plain text.? The GMF group uses html.??
